ABSTRACT

This chapter describes the planning landscape and the roles played by different entities in the local planning process. It describes the framework for local planning; key functions in planning; the role of special boards and commissions; and the way in which outside agencies influence local planning. The chapter provides an overview of the different types of plans and related tools often used in local planning, including the different types of regulations and planning initiatives. It outlines some of the characteristics of a good local planning process. While the legislative body is the center of local planning authority, the local planning commission plays a critical function in the local process. A local community planning program has multiple elements that work together in a coordinated fashion. It may be helpful to consider three different categories of planning tools to help navigate the planning landscape: plans, regulations, and initiatives.
