ABSTRACT

The future of Minneapolis will rest on firm bedrock: bedrock of a citizenry possessing talent, generosity, and commitment to the broader good; bedrock of vital neighborhoods; bedrock of responsive and well-managed civic institutions; bedrock of economic health. Minneapolis must be a city in which its citizens are safe. There is no more important responsibility of the city than ensuring the personal safety of its residents. Community-based organizing activities stand as the second component of a crime and drug strategy. Neighborhood crime prevention has proven one of the most important tools available to the city and its citizens. It not only unites people in solving problems, but builds cohesiveness and trust within a neighborhood. The safe program, which pairs officers and civilians in neighborhood crime prevention efforts, has demonstrated its ability to help neighborhoods in their fight against crime.
