ABSTRACT
In this 1960s article, provocative for its time, Carl Feiss argued that zoning had not fulfilled its expectation as an effective planning tool. Feiss then called for an enlarging of the potential for planning inherent in redevelopment and renewal processes as a substitute for what he viewed as the negative impact and misuse of zoning as an instrument of planning.
