ABSTRACT

Numerous local policies can nurture the positive trends that have been generated by greater interest in accessible and walkable residential locations. While federal and state policies should bear most of the burden of redressing income and financial inequities, local policies can be effective to some extent, even when federal and state policies are misdirected. Condominiums also are important, but they have a different clientele than single-unit structures. Condominiums are attractive owner-occupant options for many single people, couples without children, empty nesters, and retirees. Greater interest in mixed use, convenience, walking, culture, and entertainment may have accompanied, or caused, the revival of some downtowns in central cities. If central cities and older suburbs are going to revive, their historic downtowns probably will lead the revival. As residential sprawl continued, outward movement of retailing chasing customers accelerated, and it continues to the present.
