ABSTRACT

In light of the inadequacy of centre-based provision to address the needs of poor children in South Africa, this chapter explores home visiting as an alternate model for early childhood care and education. The chapter draws on the Family Community Motivator (FCM) programme as developed by a local non-governmental organisation to highlight challenges in implementation. Data was drawn from critical reflection sessions and documentary analysis. The findings revealed that, while effective, the programme was confronted with a range of challenges including lack of dedicated funding and tensions of working with diverse families and community leaders.
