ABSTRACT

The conclusions of the study summarize the effect of institutional frameworks on local economic and community development policy, including local forums for decision-making and the interactions between local government and the state. The importance of stability and continuity are emphasized, both in institutions and in leadership, with higher-functioning institutions enhancing the change of stable leadership. This chapter includes an analysis of the ways in which the findings of this study are applicable to a wider range of cities than the small communities discussed here, as well as analysis of parallel examples of policy development in larger cities. The prospects for future development of these policies are discussed as well as the importance for democracy of policy-making that matters and has a visible impact.
