ABSTRACT

All organisations exist to benefit someone. If one traces back into the history of any organisation one would find that it was started by one or more people who believed that the formation of this organisation would best serve their purpose. The purpose of any organisation can therefore only be adequately stated if both the benefit and the beneficiaries are accurately identified - only then can the beneficiaries, the management or anyone else say whether the organisation is fulfilling its purpose. The purpose of the organisation known as Shelter is to find homes for the homeless, and if it failed to find homes for the homeless or found homes for people who already had one, it would fail in its purpose. The 1970s will see a further strengthening of Trend J - that is to say, everyone connected with an organisation will put pressure upon it to ensure that it meets its social obligations as they see them.
