ABSTRACT
This chapter considers the role of planning in achieving delivery of spatial change and projects through plan-led approaches and through development. It also considers the ways in which the government uses planning to deliver, including the National Infrastructure Commission and utilities. Finally, it considers the role of local authorities in delivery, particularly focussed on housing, placemaking and regeneration.
