Highways are classified according to the use made of them by the public and also according to the body, such as a County Council, which is responsible for their maintenance. The legal aspects of management of the highway have become very complex and consist of a mixture of common law, local bylaws and the Highways Act 1980. Cycle tracks are ways constituting or comprised in a highway over which the public has a right of way on pedal cycles with or without a right of way on foot. The Highways Agency was the executive agency of the Department for Transport and the Highway Authority for trunk and special roads, most of the latter being motorways outside London. Highways England is a wholly government-owned company with responsibility for the operation, maintenance and improvement of the motorways and trunk roads in England.
