ABSTRACT
In Chapter 2 we set basic analytic principles for the meaning of cities and the purpose of transportation. Understanding that planning is meaningless without a definition of purpose and a reflection on motivations, we take a step back from much of the planning practice of the 20th century to explore the real function that both cities and transportation play.
