ABSTRACT

This chapter focuses on the components of support that need to be provided for the implementation of urban incremental housing programmes and projects. Emphasis is inevitably given to processes for the production of the 'hardware' of housing, though attention must simultaneously be given to the provision of social and cultural development as well as enhancing management and local governance skills at the community/neighbourhood level. Peri-urban land has often been acquired because of its relatively low price, only to find that the cost of extending infrastructure to it renders it unaffordable to the target groups. Food tends to be more expensive in peripheral locations and adds to overall increases in expenditure. The selection of beneficiaries of support to incremental housing projects presents a plethora of conflicting priorities, indicators, political patronage and potential for corruption.
