The 2011 census showed that the country is becoming more ethnically diverse and minority groups had continued to increase in size. Despite almost 50 years of legislation against race discrimination, it still exists in many places. A report from Business in the Community surveying a large number of employees found that racial harassment and bullying is still prevalent in the workplace. It is possible for a person to be unfavourably treated on racial grounds even if the claimant is not a member of the group being discriminated against. According to the Code of Practice on Employment, the term 'nationality' describes the legal relationship between a person and a State, resulting from birth or naturalisation. Migration is an important issue when considering the subject of race discrimination. Despite the contribution that they make to their host countries, migrants often face serious labour market disadvantages.
