ABSTRACT

MEMORANDUM. e Governor’s War Council, a er considering the probable e ects of the military operations in the East African theatre of the War, are unanimously of opinion that the situation at the close of hostilities will be such as to render necessary very special measures having as their object (1) the future security of the European Colonists in the areas a ected, i.e., the British and German Protectorates between the Zambezi and the Abyssinian Frontier and between the Indian Ocean and the Congo border comprising the territories now known as Northern Rhodesia, the Nyasaland, British East Africa and Uganda Protectorates and German East Africa, and (2) the substitution of British for German in uence where the latter at present predominates.
