Norman Leys, ‘Memorandum on the Land Question in Tropical Africa’ (1922)

I am so constantly coming across proof that the facts of land ownership and tenure among Africans and their governments are misconceived that I propose to attempt to describe them. I would suggest that this statement should be typed and sent to Sir Harry Johnston2 and to Mr. J. H. Harris3 to be criticised and supplemented, and that what all three write should then be circulated.
