IV. – COLONIAL AGRICULTURAL SERVICE. 46. As we stated in the Introduction to this Report1 we have felt obliged to make an important departure from the recommendations of the Conference Committee, and from our own Terms of Reference, in regard to the formation of a “Colonial Agricultural Scienti c and Research Service,” which we have found to be perhaps the most important – certainly the most complex – of the questions referred to us.
