ABSTRACT

The Arab region is characterized by various fundamental aspects that make it unique among other regions in the world. This is generally reflected in the situation of human rights there, and in the question of their regional protection. In 1971 the Standing Committee on Human Rights prepared the draft Declaration of the Citizen's Rights in Arab States and Countries which was, however, never adopted because of the indifference of the majority of governments. The ACHR prohibits the death penalty for political crimes for persons below the age of 18 and pregnant or nursing women. Although the African Charter on Human and Peoples' Rights suffers from the same problems, the restriction by national law of the rights mentioned therein is only made through a 'general stipulation'. The Arab Charter on Human Rights (ACHR) also lacks a real mechanism for the protection of human rights. The ACHR contained a conciliatory formula that met the aspirations of Amnesty International.
