Removing Non-Tariff Measures

The ASEAN-India FTA (AIFTA) primarily focuses on the coverage of goods and provides safeguards in the event of import causing substantial injury to the domestic producers. The agreement also has strict provisions for Rules of Origin.1 The presence of non-tariff measures (NTMs) under the AIFTA is also an important determinant of the preferential market access. In this chapter we discuss the broad AIFTA-related NTMs such as sanitary and phytosanitary measures (SPS) and technical barriers to trade (TBT), identify the barriers that need to be streamlined, and policy recommendations to strengthen trade relations between ASEAN and India.
