ABSTRACT

The number of non-state groups of various types listed by the IISS in its database has increased to almost 500. Analysis of the trends in non-state activity in the latter part of 2007 and in 2008 showed that the links between global crime and insurgent and terrorist groups have broadened. Weak border regimes and an increasing volume of trade moving in unchecked containers aid the activities of these groups, as do poor inter-state relationships.
