ABSTRACT

An early feature of the project will be a statement of its objectives and the methods and procedures by which these will be achieved, together with the resources necessary for success. The business plan sets out the objectives of our proposal, clearly stating why it represents the best way forward, noting the benefits not just to individuals but also to the organisation as a whole, and, most importantly, how the objectives will be achieved in terms of procedures and resources. Resource considerations include: costs and methods of cost recovery; staffing and skills requirements; location and access; amount and type of space; range of information sources and related equipment and software, not forgetting the cost of updating, upgrading and using these. Cost behaviour usually refers to the differential increases of the various cost elements of the operation as it grows. It is important to test our model of the costs of the service in several scenarios of growth.
