Subnational and private sector PBT policies
I. Introduction Much of the discussion on chemical regulation tends to focus on formal policy making at the international and national levels, but a substantial amount of chemical policy making and implementation, including many that target PBTs, has been undertaken at the subnational level and by private companies and organizations. There is also a high degree of variation in policy approaches taken at the subnational level and by private actors, perhaps even more policy experimentation than occurs at regional and international levels of policy making. As with previous chapters, our examination of subnational and private approaches is not meant as an exhaustive documentation of such policies. In reviewing a selection of these PBT policies, this chapter provides only a sampling of the approaches taken by subnational and private actors. We have chosen examples to illustrate particular differences and commonalities among applications of the PBT concept.
