ABSTRACT
The 1990s witnessed the onset of neo-liberal economic policies in India. With the Cairo Conference of 1994, at the global stage there is said to have been a paradigm shift from population control to reproductive health and rights. This is said to be reflected in the National Population Policy of 2000 and the health policy of 2002. Yet despite the rhetorical shift, the programme did not see any paradigm shift.
