ABSTRACT

After the first decade of the century, where initiatives on information exchange were springing up like mushrooms, with the Stockholm Programme and the IMS came an attitude to first evaluate already existing cooperation possibilities and only then look for new ones. In 2010, following the provision of the Stockholm Programme to make better use of existing information exchange tools, the Spanish Presidency of the Council proposed to create an Information Exchange Platform. The Feasibility Study indicated that a majority of Member States would stick to inclusion of suspects and perpetrators. In this case, European Police Records Index System (EPRIS) would partially overlap with EIS and AWF and would have added value only in relation to those crimes that are out part of Europol's competence. The concept of EPE is hosting of smaller platforms dedicated to different cooperation topics, for example the Financial Crime Information Centre or the Secure Platform for Accredited Cybercrime Experts.
