ABSTRACT

This conclusion presents some closing thoughts on the concepts covered in the preceding chapters of this book. The book explores the huge investment that is already made into children's services across health, education, social care and the voluntary sector, for example, without reaching a definitive view as to whether more is needed. Three major challenges faced the book from its outset. First, the need to avoid more disruptive re-organisation given the length of time such change inevitably takes. The second issue – the length of time this model will take to implement – is undoubtedly the biggest challenge. The third challenge is implementing change of this importance and size in a climate where the world is turning in on itself, becoming more insular, protecting its own borders and responding solely to narrower domestic agendas. The vision outlined involves lifting eyes towards the horizon and doing what Attlee did, which is to plan for the future.
