ABSTRACT

Pursuing sustainability requires that communities consider the three interrelated dimensions of environmental protection, economic development, and social equity. This chapter summarizes the overall findings of a survey distributed by the authors to study sustainability policy adoption and the related performance measurement activities of American cities. It explores the following three topics: Using a comprehensive definition of the "Three E's" framework of sustainability, what policies are cities adopting? What are the policy goals for the three E's of sustainability policy across cities (what are cities trying to accomplish)? What methods do these cities employ to measure the effectiveness and the efficiency of these policies? The chapter provides cities and researchers with a broad view of sustainability policy adoption and performance measurement as reported by the participants of the 2016 survey. Infrastructure is a commonly identified barrier to programmatic success in transportation policies with almost 19% of cities indicating this is one of their top three barriers to success.
