ABSTRACT

This chapter discusses the strategic analysis and strategic management and describes the interdependence of the police organization and its environment. It explains how to use the five frames of reference. The five frames are: structural frame, human resource frame, political frame, cultural frame and technology frame. Strategic organizations have a clear sense of purpose that guides them in the utilization of their resources and capabilities in the fulfillment of their mission. Their strategic direction is based upon accurate and timely intelligence that provides managers with the knowledge upon which they base their decisions. Strategic analysis begins with the continuous assessment of the department's external operational demand and internal response capabilities. A strategic analysis provides a structured way for gathering and analyzing relevant information to support strategic decisions. Strategic management is the process of formulating, implementing, and evaluating strategies that enable the organization to achieve its objectives.
