ABSTRACT

This chapter identifies and explains the concepts, techniques, issues, and problems associated with human resource management function in policing. It explores the historical and institutional context of police human resource management. The chapter discusses supporting Strategic Human Resource Management. It describes the relationship between human resource management and the law. The chapter focuses on discipline process in Human Resource Management. It identifies the difference between negative and positive discipline in policing. The chapter analyzes the issues associated with implementation of police discipline. The term human resource management (HRM) refers to the functions, policies, and activities a police department employs to manage the effective utilization of its human resources now and in the future. The goal of human resource management is to maximize both employee and organizational potential. HRM has evolved from an administrative function concerned only with the needs of the organization to one that emphasizes both the needs of the employees of the organization and its strategic direction.
