The principles expounded by H. L. Gantt were very sound and were widely adopted. His views had a considerable effect over American industry at that time. In areas where French, German, British or native-born American workers predominate, there is no established evidence that the working pace or efficiency of any one district is superior to that of any other. American theories of leadership thirty or forty years ago set high value on the ability to handle men. Some tales of the leaders will help to get a better idea of the conditions under which the work was originally executed and the conditions under which it is carried on to-day. Leadership also will influence the actual output. Exceptional leadership, or that combined with exceptional conditions, has been known to carry output to as much as above normal. Normal must not be considered to mean the normal output rate of the shop, but the output rate due to normal or average leadership.
