ABSTRACT

On the one hand, an executive power composed of the European Council and the Commission that more or less play respectively the role of a collective Head of State and a government and central administration. On the other hand, a legislative power made up of the European Parliament and the Council, which can be assimilated to the low chamber and the high chamber of a bicameral Parliament. The European Council was not initially created by the treaties, but originated in the summits between Member State Heads of State and government. The European Council is similar to an European Union (EU) ‘collective Head of State’. It is first and foremost an institution of impetus and arbitration. The Lisbon Treaty states that the European Council provides the EU with the necessary impetus for its development and shall define the general political directions and priorities thereof.
