ABSTRACT

The first formal step in a housing regeneration project is to present an officer report to the appropriate council Cabinet or strategic committee seeking political 'in principle' support for the intended project. To seek Cabinet approval to the Full Business Case for the first phase of the project and for the site assembly and procurement processes necessary to drive the project forward. Depending on how the project is structured, the purpose of that procurement process will be to procure either a development partner to invest in the project or a building contractor. The problem with any major procurement is that it can become an expensive and time-consuming project in itself. Framework contracts occupy a special place in EU procurement law. The financial soundness and technical capabilities of each of those appointees will have been assessed and satisfied as part of that procurement process.
