ABSTRACT

This chapter describes the approach that has been developed, particularly in public-service organizations in low-income countries, although the principles behind the approach should have wider applications. Many and varied examples of creativity have been revealed and shared in the workshops, often showing remarkable ingenuity and persistence, and providing inspiration for others. The workshops conclude with an action planning exercise where the principals are asked, within each resource category, to set out what action they plan to take or attempt over the coming year or other appropriate period, with the warning that they may be asked at the end of the period to compare actual achievement with intentions. In a material sense they may make only a small dent in the general pattern of resource deprivation in which the schools fight a constant battle even to survive, and to fulfil their primary tasks of educating young people.
