ABSTRACT
This conclusion presents some closing thoughts on the key concepts discussed in the preceding chapters of this book. The book deals with governance as the institutional arrangements that form the pattern of the exercise of power in society and its impact on the economic development. It explores the change in these institutional arrangements in India after the end of one dominant party system, and later the beginning of the liberalization created room to maneuver for the chief ministers. The book presents a simple two-level game model that depicts the choices that chief ministers go through in real-life situations when deciding between the options with regard to the rules of the game. The chief ministers are faced with vertical and horizontal games. Bihar and Andhra Pradesh were the significant strongholds of the Congress Party in the pre-liberalization era. In both States, the Congress Party's domination was broken by the regional leaders who were rewarded by constituents because of their anti-Center attitudes.
