ABSTRACT

Active labour market policies (ALMPs, e.g., training and retraining of workers, employment services, etc.) play an important role in bringing about needed adjustments in the labour market and preventing unemployment. The Central Committee of the Communist Party of China and the State Council attach importance to employment as the priority strategy of the country. Employment policy in the country focuses on re-employment of laid-off workers as well as on creation of new jobs. Employment policy implementation mechanism refers to the operational system and method through which various elements of employment policies are put into practice, progress is monitored, and adjustments are made based on the experience gathered. More and more countries are paying attention to employment policy implementation, monitoring, and evaluation in order to improve the effectiveness of employment policy. The task of formulating and implementing employment policy cannot be performed by a single agency of the government; a range of ministries and other agencies need to get involved.
