ABSTRACT

Offsets is complex, challenging and constantly evolving. Offsets if used effectively is able to deliver economic and industrial benefits specifically in knowledge transfer, skills, jobs and exports leading to industrial and technological development. At the national level, government intervention through policy tools such as offsets is necessary in a world where there is information asymmetry leading to increasing technological divides. For companies, tools like offsets may seem a burden that could incur additional cost and delay for their business activity, but there is an increasing awareness that 'a fly-by-night' strategy is dysfunctional and offsets is necessary to ensure long-term partnerships for sustainable development in countries where they operate. This book highlights the rationale for offsets, how offsets works and how offsets can work better for effective offsets outcomes and outputs. This conclusion addresses issues that will determine the importance of offsets, but also how offsets should be used to deliver sustainable industrial and technological development for medium- to long-term benefits.
