ABSTRACT

The focus on achieving a single outcome rather than taking a holistic approach to governance hinders the ability of policy to achieve sustainable development. Decentralising responsibility for rural areas to more localised forms of governance thus seems a much more appropriate way to achieve sustainable development. Perhaps the most common problem is local governance systems that have true power and resources are often formed of local elites, who abuse their position for personal gain. The key elements of good governance are to ensure that citizens from all sectors of the community have a voice in the decision-making process and that elected officials operate transparently and are held accountable for their actions. Integration capability of the external data assists in analysing how various intervention efforts on the selected community are aligned to the needs and the requirements exposed though the survey data and thereby fine tunes the effort for achieving better governance outcomes.
