ABSTRACT

The human progress is by no means smooth, and international relations are full of chaos. In the new period, world politics contain greater uncertainty, manifested as the pain and mess in the reform period, the disorder in the alternation of the old and new forces, and the so-called "vacuum" status. International relations and global politics are in a constant process of fission and fragmentation; it not only indicates more conflict and contradiction, but also unknowingly conceives new traits, more actors and progress. One feature of global politics is that the international system of the various international laws, rules and conventions – as a big net – densely and effectively covers every corner and area on the globe, making all countries be guided and bound by the international system. International relations in the early 21st century is in a slow but powerful transition from the Cold War multi-polar coexistence toward a new direction of multiple and coordinative governance.
