ABSTRACT

Diplomatic transition is an extension of social transition. This chapter focuses on a people-centered approach in diplomacy, setting the direction for diplomatic transition. People-centered approach incorporates two aspects. First, it underlines that diplomatic service should target each ordinary citizen and serve the people on the ground. We should invest more resources in consular protection. Second, it is essential to engage more actors rather than officials in diplomatic practices. We should integrate the whole society in diplomacy, resulting in multi-track diplomacy.
