ABSTRACT

The implementers manage the engagement process – the planning, implementing and reporting. They may come from a single organisation or from a partnership and may not have a direct stake in the outcomes and outputs of the engagement. Those involved in driving and implementing an engagement may change during the engagement process if stakeholders agree that it will be beneficial to the achievement of the purpose of the engagement. Neither the government nor the company undertook local engagement on the matter, despite the fact that part of the finances for the project was coming from EU funds. Identifying and mapping stakeholders involves identifying the people or groups who have a stake in the 'Why' and the 'What' of the engagement. The initiators of the engagement often do an initial stakeholder identification before they pass things on to the implementers. An organisation might find that it cannot or should not assemble the engagement facilitation team in-house.
