Legislation exists both to cut transport emissions and promote biofuels. Cutting emissions may mean making vehicles use conventional fuel more efficiently, or burn different fuels, or employ different technology, such as batteries and fuel cells. Most drivers are, however, likely to be more aware of their vehicle’s fuel efficiency than anything else. The use of liquid biofuels in transport in the United Kingdom (UK) and Europe has been driven by the Renewable Transport Fuel Obligation. The proportion of biofuels in the UK transport fuel mix was 3.3% by volume in 2009/10. Pure electric vehicles are zero rated for vehicle excise duty and company car tax. Vehicles with emissions below 100 g/km, which are also Euro 5 emissions-level compliant, get a 100% discount on the London congestion charge. The Renewable Energy Directive requires 10% of transport fuel to be renewable by 2020.
