ABSTRACT

This chapter is published with the kind permission of BG Group. It was originally prepared under commission by the author, as part of BG Group's contribution to the National Market Participation Initiative of the World Business Council for Sustainable Development. BG Group has been operating in Trinidad and Tobago since 1989, and is a key gas producer in the country. BG Group supplies gas to the domestic market and to Atlantic LNG. The Poinsettia platform increased processing capability by BG Group in Trinidad and Tobago by 350 million standard cubic feet/day (scfd) of natural gas, a rise of a third from its then current capacity of 1 billion scfd. Although elevating local content in procurement expenditure is an opportunity for long-term reductions in operational (and potentially project) costs, in the short term such initiatives can be more expensive. Government local content policy was factored into the procurement process from the start.
