ABSTRACT

A multi-year education programme was launched across the city government in Vaxja to enable staff to better understand the sustainability agenda and provide a new, open, radical forum for idea generation. As a result of the successful education initiative, eco-driving lessons were funded for city government officers and the council's heating system was switched from oil to bioenergy. As well as observing the value of engaging, emoting and empowering staff or residents someone should also appreciate the power of enforcing action through mandatory interventions as espoused by Kyoto's and Tokyo's local authorities in terms of requirements on business to report on their carbon reduction plans.
