Change (UNFCCC) met in Berlin in 1995 and annually thereafter, concluding the historic Kyoto Protocol at COP-3 in Japan in 1997.

Ten years after the Rio Summit, the World Summit on Sustainable Development in Johannesburg was held in 2002 to review progress. With a growing sense of the failure of the mega-summits to deliver on their promises, much of the emphasis at the Summit was on practical actions and cross-sector partnerships to deliver sustainable development.
