The growing importance to developing-country governments of poverty reduction thus becomes a useful fulcrum that potential private investors and Multinational companies/corporations (MNC) managers need to take advantage of. There are also numerous technical objections to the measure based on the lack of reliable data in many parts of the world and the difficulty of properly comparing the poor's cost of living in different countries. Poverty Reduction Strategy Papers are prepared by the host government in consultation with a wide range of interested parties and with the support of the International Monetary Fund (IMF) and the World Bank. Amartya Sen is no mad libertarian and he emphasises that there is a proper role for legitimate government in regulation, rule of law and the provision of public services such as health and education which will contribute directly to people's freedom. Companies need to communicate their activities in ways that are relevant to the ambitions of their host country.
