ABSTRACT

This chapter provides guidance on how to monitor partnerships to manage social issues in the extractive industries. The guidance for the monitoring of partnerships is divided into: the business and social context for the partnership, partnership generalities, the process of partnership development and maintenance, functionality and governance and partnership outcomes. Understanding 'why' business, civil-society and government organisations feel driven to collaborate on social issues, instead of working alone, should form part of the monitor report. An analysis of how the resulting governance structure of the partnership functions in practice will assist in identifying gaps or tensions between partners that need to be resolved. Perhaps most important in any monitoring regime is to record the outcomes being delivered by the partnership. For civil-society and donor organisations, possible initiatives into which partnerships could be hooked include household livelihoods assessments, community participatory assessments, participatory monitoring and evaluation, sectoral national and regional strategies, and programmes aimed at capacity-building and providing technical assistance.
