ABSTRACT

This chapter examines the partnership approach underpinning the social development programme of Kahama Mining Corporation Limited (KMCL), the developers of the Bulyanhulu gold and copper mine in the Shinyanga Region of Tanzania. The Bulyanhulu gold mine is located approximately 45 km south of Lake Victoria in the Kahama District in North Central Tanzania. KMCL is aware that its reputation as a 'socially responsible mining company' depends on it effectively managing, among the whole range of business issues, social issues. From a public-sector governance perspective, the primary outcome has been that the social development programme (SDP) has enabled Kahama District Council to progress the implementation of the policy goals specified in the district development plan. The implementation of the SDP has provided direct benefits to the local communities in terms of infrastructure, health and educational outcomes and in terms of community capacity.
