ABSTRACT
The Council began its work by establishing three working groups to concentrate on the three priority areas defined by the German government: that is, energy and climate change, mobility and transport, and agriculture, food, health and environment, plus the issue of land use. The working groups agreed on goals, objectives and indicators summarised in a dialogue paper.
