ABSTRACT

When dealing with concerns such as environmental protection and environmental management training, China tends to launch a ‘movement’, a series of actions and events taking place over a short period of time through mass media, public gatherings, speeches by leaders and slogans. These ‘on and off ’ movements are effective only in the short term. During the course of the movement, no one dares to do anything contrary to its principles, but this form of change is not sustainable.
