ABSTRACT

There is a growing recognition that global conventions and instruments can be more efficiently implemented through both a greater understanding of the commonalities and overlaps between them, and through a co-ordinated and harmonised approach to their implementation at the local, national and international levels (UNDP 1997). Developing synergy between and within the various multilateral environmental agreements (MEAs) can contribute to reduced duplication of efforts in implementation and increase the effectiveness of resource use. It can also enhance the scope for consensus by offering broader options that address the various stakeholder interests.
