ABSTRACT

This chapter focuses on the remarkably swift and effective implementation of the montreal protocol on substances that deplete the ozone layer. Ozone-layer protection was a new concept for the world in the 1980s. The United Nations Environment Programme assembled scores of experts from different industries, nations, employers and disciplines to perform the task. The technology and economic assessment panel assessment process was organised into technical options committees that originally tracked the industrial sectors implicated in the phase-out of chlorofluorocarbons. The Montreal Protocol is an assessment-driven international treaty. Scientific, environmental, technology and economic assessment panels of experts advise parties on technical and on policy options. Parties review the assessments from the experts, and on the basis of this expert advice, parties propose adjustments to the Protocol. The chapter also presents an overview of the key concepts discussed in this book.
