ABSTRACT

The implementation of environmental management systems (EMSs) was initiated in the power production sector, when Eco-management and Audit Scheme (EMAS) was seen as a curiosity by industry. The implementation of EMAS at the Tihange nuclear power site has added a variety of communication and management tools which will further its environmental performance goals and its relationships with its major stakeholders. Quality assurance (QA) systems have been implemented at Belgian sites and these are subject to regular internal visits and enquiries. The QA system implemented at nuclear sites does not follow the ISO 9000 series but was inspired by US nuclear standards. Electrabel, a privately owned company, is the Belgian leader in electricity production, transport and distribution. The new EMS system, like most new management systems, was perceived as creating additional constraints and work and, it proved very difficult to get it accepted.
