ABSTRACT

Montenegro is an independent and sovereign state, with a Republican form of government. It is one of the youngest European states, having declared independence from Serbia on 3 June 2006. Montenegro's small and open economy is predominantly services-based. The priority sectors for economic development described in the 2013 National Development Plan include tourism, energy, and agriculture and rural development. Anti-corruption actions have been taken by the government, especially in the push for European Union accession, but gaps in implementation and an inefficient government bureaucracy substantially hinder the effectiveness of laws and policies. Montenegrin Telekom is the national telecommunications company, owned by the Magyar telecom and Deutsche Telekom groups. The company was the first recipient of the corporate philanthropy Iskra award for the best national project, which addressed climate change and the environment.
